Report
Violation of academic freedom in the Egyptian universities
The academic community in Egyptian universities, institutes and
research centers have been suffering for more than eight months as a
result of the arbitrariness and suppression of freedoms by the
Egyptian authorities: this includes suppression of academic freedoms,
intellectual terrorism, intolerance of opposition, suspension from
work and referral of academics to disciplinary committees, arbitrary
dismissals and random arrests and psychological and physical abuse
and fabrication of charges without any evidence ; punishment for the
expression of a dissenting opinion, or for showing solidarity with
students.
Activities and conferences discussing the issues and problems
related to the topics of power sharing and the civil-military relations
or revolutionary youth movements, etc. are not welcome within the
corridors of universities and research centers due to restrictions
imposed by the new military regime. These restrictions included
messages warning researchers not to participate in international or
local scientific conferences or meetings discussing the civil-military
relations. Under these unfair restrictions and censorship restricting
academic freedom, many conferences and seminars were cancelled
because they included political opposition figures for fear of the
discussion of the policies of the regime and the legitimacy of July 3
regime led by General Abdel-Fattah EL-Sissy.
Within the corridors of the Egyptian universities, life has
become prisonlike, in every sense of the word where dialogue
or expressing a dissenting opinion even on the pages of social
network sites like Facebook are not tolerated. The Facebook account
of Mr. Ahmed Abdel Basset, a teaching assistant in the Faculty of
Science, Cairo University has been targeted by a large number of
reporting and was shutdown eventually. Mr. Abdel Basset himself
was suspended for three months and referred to disciplinary
- 3-
punishment because he expressed his views about the regime on his
personal Facebook account!
Showing moral solidarity towards students led to targeting the
university professors as Mr. Sheriff Shehata, a teaching assistant at
the Faculty of Engineering, Cairo University. He has been suspended
without pay and was referred to disciplinary committee, because of
his sympathy with the students after the security forces killed an
Egyptian student, Mohammad Reza, on the campus of the Faculty of
Engineering University Cairo.
In general, the university administration exercises arbitrary
dismissals of any opposing professors or teaching staff. For example,
Dr. Amr Darraj, a professor at the Faculty of Engineering, Cairo
University, and Dr. Ahmed Hussein, a lecturer at the Faculty of
Arts, Cairo University were fired from their positions at the
university. The university’s administration also deliberately fabricates
false accusations against staff expressing opposing or different
opinion without any legal basis or evidence, and this is what
happened with Drs. Saif al-Din Abdel-Fattah, Pakinam Al-Sharqawi,
faculty members in the Faculty of Economics and Political Science.
Defamation and smear campaigns through private and state media
were launched against faculty members who participated in the public
debate on issues of power and politics in Egypt. A clear example is
Dr. Amr Hamzawy, a well-known academic and political rights
activist, who was charged with spying! They went as far as
charging prominent professors because of participation in
conferences: as what was done to the political science professor Dr.
Emad Shahin, a professor at the American University who was
charged due to his participation in scientific conferences both local
and international.
The ruling authorities in Egypt have no qualms about the arrest of
many of the faculty members and students from various universities
and research centers because of their personal views where they are
falsely charged with committing crimes based on fabrications and
made-up evidences. Many of those charged are detained and are
- 4-
exposed to torture as well as physical and psychological confinement
in the Central Security camps.
As of mid- March 2014, the Egyptian authorities have
arrested 1347 students and killed 176 students from various
universities and institutes of Egypt. 16 counts of killing of students at
the hands of Egyptian police took place in police raids on campus. 5
of the total death happened while students were in detention. The total
jail terms against students reached 594 years and the total bail outs
issued by Egyptian courts against students reached 3 million and 860
thousand pounds equaling 550 thousand US dollars. Tens of students
were arbitrary expelled form university and deprived of the
completion of their education; because of their opposition and without
any independent investigation into the accusations levelled at them.
Hundreds of opposition students were deprived of government
discounted student dormitories and make them homeless, which
impedes them from continuing their education. The security forces
have stormed the campuses as the Universities of Cairo and Al-Azhar,
using tear gas and shot live bullets and cartridges, as happened at on a
regular basis.
We demand that concerned independent international human rights
committees document the violations that are taking place against us
and the denial of the basic human right of freedom of speech. Such
environment is intended to smother creativity and any intellectual
growth among the faculty and the students. We call these international
bodies to support our plea for the immediate release of detained
faculty members and students and the stopping of violation of the
freedom of association and speech in Egyptian universities.
